Issue 95

Adam Jacobs, founder of Bloom Procurement Services has been named one of The LDC Top 50 Most Ambitious Business Leaders for 2023.

Created by trusted investment partner LDC – part of Lloyds Banking Group, and supported by The Times, The LDC Top 50 champions the business leaders who are pushing for growth and building successful medium-sized businesses.

This most recent award comes shortly after Adam was confirmed as one of the most exceptional business leaders at the Great British Entrepreneur Awards 2022 Grand Final, where he won Disrupter of the Year for the North East region.

John Garner, managing partner at LDC, said: “This year’s LDC Top 50 nominations were of an exceptionally high calibre and the competition was fierce, showcasing the drive and determination that unites business leaders across the UK. The leaders featured in The LDC Top 50 are growing their businesses at home and overseas, making a positive contribution to society and driving progress against their sustainability goals. They hail from every corner of the UK and span every sector of the economy. Together, they employ more than 6,700 people and turn over more than £1.2bn.”

Bloom, which employs over 100 staff, offers a dynamic supply chain that provides the public sector with a marketplace to buy and manage services. It ensures delivery of quality outcomes from a pre-approved and ever-growing network of suppliers and consultants. Its fully compliant, open access marketplace, is outcomes-based, meaning the public sector only pays for what is delivered.

The company provides a fully compliant managed procurement service, covering specification development, supplier identification and onboarding, commercial management and lessons learned upon successful delivery of outcomes.

Recognised as one of the fastest growing marketplaces for buying services in the UK, Bloom specialises in bringing together a community of 519 public sector organisations and 4,648 suppliers to help the public sector buy and manage services in a compliant, efficient and effective way. Bloom’s fully compliant open access marketplace, is outcomes-based, meaning the public sector only pays for what is delivered, achieving, on average, savings of 14%. Bloom aims to give the best choice for its clients and open more business opportunities for suppliers, big or small. Since 2019, £436 million has been awarded and paid to local suppliers with over £126 million of social value created.

Adam Jacobs, founder Bloom Procurement Services said: “I’m a bootstrapping entrepreneur who’s spent over two decades turning ideas into reality with my own resources, driven by a strong commitment to improving society.

“I only do what I believe in, and my core values drive me towards the goal of improving society. I want to build businesses that create life chances for young people, that level playing fields and create opportunities for SMEs. All this drives value for taxpayers and stimulates regional economies, encouraging innovation and reducing waste.

“It was this vision that led to the creation of Bloom Procurement Services, an initiative and dynamic marketplace that trades on ‘outcomes’ in public sector procurement. We have spent the last 10 years reshaping the way public sector organisations acquire services, benefiting small businesses and saving taxpayers millions, while fostering societal improvements.

“I firmly believe that everyone has a role to play in making a better society, and our marketplace is a catalyst for wide-reaching, meaningful initiatives, from tackling county lines to enabling net zero.”

John Garner, added: “We started The LDC Top 50 six years ago to champion the remarkable success stories of medium-sized businesses, the unsung heroes of the British economy. Since then, we’ve received more than 3,000 nominations and celebrated more than 500 business leaders through the programme, surpassing all our expectations. Every leader in this year’s cohort has a story as impressive as the next, and I’d like to congratulate them on their achievements so far. We can’t wait to see where they go from here!”
